Hi, Frank and welcome to the world of Plumerias! Everyone is nice here, so the only bad question is the one not asked.

Plumeria cuttings are generally allowed to callous over. There are some that can go right in the ground (pudica). Leave them in shade while they callous over. Then plant in moistened (not sopping wet) soil. Clear plastic bottles with drainage will allow you to see the roots form. Just make sure the high draining substrate is compact enough so the cutting doesn't move around and the newly forming roots are not disturbed. I live in a hot, high humidity location but still place the pots (with the entire body of the cutting) in plastic bags with the top open to increase heat and diminish moisture loss. The newly potted cutting should be kept out of direct sunlight but in an area with good air circulation. I place mine on a table on a warm porch so nothing gets to them. They will root in 6-8 weeks. Check weekly for signs of stress or rot. As soon as you see signs of new growth, you can fold down the bag and begin watering lightly (no standing water in bag). When it develops a vigorous root system and nice growth on top, transplant to 6" pots and acclimate to full sun little by little.

In my personal experience, I've rooted 10 cuttings successfully using this method. I lost one to rot. All the very best on your new venture.
