Probably mites. Look with a hand lens to see if those are present. If so, try searching web for "mites brugmansia" and seeing what comes up.

I looked w magnifying glass. Saw a few black dots and one red tiny mite(i am assuming)

first.. mites are not insects ... you treat with a miticide ...

this is probably why the usual bayer INSECTicide may not have worked.. unless it is also labeled for mites ..

second.. if you nemoyed it repeatedly... why do you think more spockian abuse in necessary? .... even if you killed them all.. the leaves arent going to magically repair themselves ... at this point.. you would look to new growth.. if any ... to see if the problems was previously solved ... or continuing .... requiring further mind melds or what not.. lol ... such a rich vein of humor ...

also .... i hope you didnt nemoy them in sun.. or high heat.. because you may have further damaged the leaves ...
