    These look like Pennsylvania blue stone. They can be set either in concrete or a special dust soil, which seems to be the case here. Best of luck!

    Ana F is correct that one technique would be to set the bluestone in a mortar bed. However, on this project, we installed steel edging along the outer perimeter for containment. Also, the weight of the 2" thick bluestone squares keep them in place along with the bluestone chip gravel and planting soil. -Schmechtig Landscapes
