Lemon Seedlings Sharing Root System

About two months ago, I started a handful of lemon seedlings from a store-bought lemon. Of nine seeds that germinated, four produced two seedlings each. Now that the seedlings each have three or four true leaves, I separated most of those pairs into individual 4.5-inch pots. However, one pair of seedlings fully shares a root system and cannot be separated. Those seedlings originally grew twining around each other, though I untangled them when I tried to repot them. Does anyone know more about why this happened, and how to care for the twinned seedlings? Will they grow to look like coppiced trunks, or will the smaller seedling likely die off?
