can this hydrangea be saved?

It looked okay (some flowering but not a lot) last year, but this year is really struggling. Lots of bare stems and only two flowers all summer. For context, I had a compost bin right next to it that I think got too nitrogen heavy and maybe emitted gas that the hydrangea didn't like, causing it to fail to bloom? I'm not sure. Anyway, can this hydrangea be saved? I'm planning a lot of work on this area (clearing weeds, planting some shade perennials, etc.) and want to see if I should plan on keeping it or putting something else in. TIA for any help!
