Using ladder to access the loft

Hi, We are interested in using a ladder to access a second level in our home but have been told that it won't be allowed due to code. Can you explain how it works here? Thank you!

The homeowner wanted to create a fun way for the children to access the loft area in this game room. We had a local metal artist create the ladder rail system to resemble the ones used in libraries years ago.The ladder is stationary and does not slide. Codes vary from state to state so my advice is to contact a professional architect in your area for your states specifications.
