Leaf disease on butterfly bush

Hi! Pretty late in the season to ask this but my dwarf butterfly bushes have strange leaves! They are curling and the tips if the stems are twisted in some places. Flowers are doing fine though. The problem started early spring and nothing has worked- neem oil, Bayer 3-1 spray. Does anyone know what this is?
