Wait until after the top shuts down for the year. Maybe November for instance.

That picture shows blooms from May. I have trimmed it back to about 2 feet, which I think will need to be trimmed to 1 foot b/f moving. Not sure if I will be able to wait until Nov as I live in New England. I can get the hold dug at least and if I'm able to dig plant out (if ground not frozen yet) I will go for Nov. Will have to see how it goes. Last year was very mild. Maybe we'll luck out again. Thanks for input.

You can just wait until the temperatures are cooler...sometime next month should be fine.

I do 99% of my gardening in early fall......including moving all sorts of plants. Just prepare the new planting hole ahead of time with the same degree of prep you would if a brand new planting. And make sure the root crown of the vine is at the same level.

If you cut plant shown down to 1 ft. there's not going to be any leaves left on it to expel water and collapse due to cutting of the roots. In which case it could be moved before the leaves die on their own naturally. With the suggestion to wait for this shutting down of the top of the plant being the key part of my post and not which particular month I suggested this might have happened by.

I was thinking that very same thing about cutting to 1 foot - no leaves! I will do lots of observing about all of it. PNW - thanks for your input as well. Will watch the placement of the root crown. Thanks to all.
