Hi there!

I have been away the last 3-4 weeks and left the care of my plants to a friend who I'm afraid I'll never trust again to care for anything :( Some are clearly dead and some are in limbo, but I am entirely unsure about the plumeria and could use some advice.

I got the cutting 1.5 years ago and replanted to a bigger pot maybe 2 months ago. This is the first time it has flowered. It looks like there are some new leaves growing at the top and was excited to see the flowers but the stem/trunk is wrinkled. After some research, I pinned/pricked the trunk and sap came out of the top/healthy part but not out of the wrinkly part. It's firm and not super soft like you would expect if it were rotted but it is not hard as a rock or that top portion.

I assumed it was dehydrated since some of my other plants died from lack of water but I'm not really sure how to tell the difference b/w rot and dehydration and what next steps to take to find out A) what the issue is and B) what to do to save it, if I can do anything. Please help! Thank you!!
