It's not usual for shrubs of any kind to not flower as a part of their inherent nature, something about the growing situation there is preventing this one from blooming noticeably. Even in more shade than it would like an azalea should have quite a few blooms.

I thought it might be an azalea, but it has never bloomed. It looks very healthy too. I am not sure what is wrong with it.

Was it pruned in fall, winter, early spring? If so, that could be the reason for no flowers. Let it go for another year at least. Also, depending on where you live (I am in the DC area), I find azaleas will bloom with shade as well as sun, so that shouldn't be an issue. Yours looks nice and healthy. Hope it blooms next spring!

I have never pruned it. It is a very large hedge--possibly multiple bushes next to each other.

Got it, but if the previous owners pruned it late, that could be the problem. Not sure when exactly you moved in obviously. Can't think of any other reason why it wouldn't bloom this past spring. Maybe call the person who sold it to you and ask?

Look at the buds at the branch tips. Flower buds will be fatter, even at this time of year.

Late hard frosts can kill the flower buds too or do significant damage. Azaleas can flower great one year and be poor the next. When it hits just right, they are spectacular.

But Mildred looked great this year on the first day of spring while others are just starting to show.

spring bloomers. My wife doesn't care for them at all but I have bought
'Autumn Twist' which looks pretty good but yeah, it doesn't bloom very
full later in the growing season. Here is my biggest Autumn Twist.

Another great one is Hilda Niblett - short, very wide late bloomer (usually in mid to late May).
