That looks like a door limiter, not a closer.

I agree and why do you need it at all unless that door hits something and you need to control how wide it opens.

That's what is commonly called a crash or wind chain to keep the door from flying open and springing the hinge bar. You want what acm ^^^^ has pictured.

The crash chain is missing the retaining spring. That small spring holds the chain up and keeps it from drooping over the glazing.

The crash chains are available in white which would less intrusive.

FWIW, you have a door that opens to the outside. The purpose of the crash chain is to prevent wind from catching the door and ripping it off the house. The pneumatic closer is not a substitute for the crash chain. Storm doors (outward opening doors) have both a closer & a crash chain.
