They look like water droplet spots. See if they wash off.

Looks like the beginnings of a disease called Citrus Measles.

If they rub off with a fingernail, then they are scale. I suspect scale.

Dave is there such a thing as a white scale? I never seen a dot sized white scale.

Absolutely! There are all kinds of scale. Obviously a magnification of a leaf would nail down the species, but the way those white dots are lined up along the veins says 'scale' to me.

This looks very much like the damage caused by Citrus Hindu mite Schizotetranychus hindustanicus.

However, I can find no reference to this pest being established in Florida.
Perhaps you should report this to your local agricultural department or USDA, or discuss it with someone at UF/IFAS Citrus Research and Education Center??
