There are several possibilities, depending on how tall you want the ground cover to be, how much foot traffic there is, and how much maintenance you want to do. Ceratostigma plumbaginoides, ground-hugging sedums, Tradescantia pallida, hardy Lantanas (such as New Gold, Ms. Huff), ornamental grasses, junipers, junipers, cotoneasters, Raphiolepis indica, low growing Loropetalums, Spireas etc. All of these are deer resistant (for me) and do not require watering. Some of them may require an occasional trim.
