Plumeria Plant Has Rotten(Looking Not Normal)

I am an amature gardener and am having problems with my plumeria plant. I live in Los Angeles where we have a good climate for growing them from cuttings. This is what my mother and I did a couple months ago when the weather was very warm. Our first plumeria plant has done amazing. But our second has done practically the very opposite :( It looks like maybe the stem of it is rotten. I don't know how else to explain but she doesn't look good(healthy). It's too soft and my mom herself said she may have rotten. Can someone please HELP me or give me some ADVISE on what to do at this stage? I would like to save her and I have a feeling that it is possible and that's why I am here seeking help from others.
