So much can be done with the walls, towels, rugs, cabinet knobs, artwork... I'd only change the floors if absolutely necessary. What color(s) are complementary to their bedrooms?

These are nice spaces. An 11 year old will change her taste by age 13 and again around 16. Playful for a 6 year old is babyish for a tween. I suggest bigger rugs to make it cozier. Add individual towel bars for both hand towels and bath towels. Washcloths can share the bathtub's towel bar. The tween may start removing eye shadow on her hand towel before you know it.

Divide up the drawers - one per kid plus the bottom one with extra washcloths, bandaids, etc.

Move the countertop art to the walls, keep the countertops neutral territory for toothbrushes.

Move whatever is on the floor to their rooms.

Unless you plan to retile in a few yrs, you want to avoid painting the tile as that is only a quick fix.

What color is the tile? Let's see what we can find to work with it. Have you gotten your girls involved in this process or are they telling you "whatever." As this would be a great educational project for them and you will know that when it is done that they will be happy with it as it was their decisions that drove the design with your guidance.

I would choose a colorful and printed shower curtain they both agree on and then pull colors from it to paint the walls and choose towels and rugs. Anthropologie, Modcloth, Target, and Urban Outfitters all have trendy shower curtains your pre-teen might like. I'd start with gathering options she would approve of and then allow the younger one to choose which one to go with.

I would work with the floor colour. It doesn’t seem too bad. My sister in law painted her bathroom floor tiles. The ones in the powder room are holding up, not the ones where there are always little wet feet. Also you can put a nice plush rug to hide some of it
