what would you do?

I have a peony ( sorbet) that I started about 3 years back from bare root in a container (10“ potted up to 12". It developed buds for the first time last year which did not grow bigger after a point, let alone bloom. The container was left outside on an open balcony last winter. This year, I have kept it outdoors so far except when there is chance of frost at night because I have a bunch of Lobelia erinus volunteers starting to thrive in the container even as the peony stems withered during fall. I really do want to keep the Lobelia going and at the same time give the peony sufficient winter chill to hopefully bloom next spring/summer. Here are some pics of the container as of date. What would you do?
