Transplanting citrus

I believe my mature semi dwarf moro blood orange has grown out of the bottom of it's container (made of wood). I think the bottom of the container has rotted out and the tree has grown into the ground below. Is it safe to dig it out in order to trim the roots and repot it into a new container?
