I have downspouts that do that. It isn't that unusual particularly with complex roof lines.

We have some like that too, but you just want to make sure that the volume of water doesn't overwhelm the lower gutter. You don't have much roof surface over the sunroom so you should be fine.

It is normal. It creates an area on the roof that should be part of a maintenance plan to make sure the extra wear from water and debris running across it does not create a problem over time. An alternative would be to have dedicated downspouts to grade for each gutter that may make the house look like it is being engulfed by an large octopus.

Its a common practice with complex rooflines. However, if you live in an area where hard rains are common, I think that with the current configuration it may just splash out and completely overrun the gutter its supposed to be running into.

Mine have a turndown on the end to point more into the gutter, and a vertical shield on the outside of the lower gutter to redirect the splashing water back into the gutter.
