Name That Plant!Shrubs Weeds

Ornamental or weed?

I think it's an ornamental. There are a few dozen of them mixed with lots of weeds along drip irrigation lines in a spot neglected by the municipality. They"re sprawling like 40-60 cm. Midwinter in Israel - the equivalemt of zone 9/10 - and unseasonably hot. Posting pix as comments.

Maybe a Tarragon species? Is it aromatic? Or Myoporum parvifolium?

Are you absolutely sure it's Myoporum parvifolium? I'm just wondering because in most photos it has mildly serated leaves, and your plant has leaves with smooth margins.
