Trash Dumped Next to Property

I recently bought a home that was a flip and the property had been vacant for at least a few years from what I can tell. There was some bits of construction debris and trash on our property, which was to be expected since no one was living here and they were doing remodeling, but it wasn't a big deal to clean it up. However, there is also quite of bit of trash and even tires dumped among the trees over the property line, which became more visible as the vegetation died away for winter. Our property is landlocked on all sides by the water utility, so this trash is all technically on the water utility's property. My guess is that it's the accumulation of years of trash from various prior owners of our property that they just threw along the property line because it is wooded and no one from the water company would care or notice. Is it worth trying to get them to clean it up or should I just get a dumpster and clean it up myself?
