I sprayed it (3 times every 5 days) with a mixture of baking soda and neem oil but it didn't seem to help

did you remove all the webbing before spraying.. is there actually any new webbing ongoing???

You supposed to treat the plant in a few steps in order to catch the full cycle of a pest's life so nothing unusual there. I had a couple of plants with thrips this winter and since the damage doesn't show in the same way on all the plants I thought it may be that. Also, plants don't typically show improvement/decay in 5 days.

Have you got any suggestions as to what the problem might be or how to treat it? I don't think that removing damaged leaves and hoping for the best will do.
