Along the side property lines, and the rear property line, I would suggest a black chain link. It's inexpensive and meets the code.

A planter bed on your side, with evergreens or another species that is green all year, will provide instant privacy and soften up the fence line.

A decorative type fence at the entry points looks nice from the road side. I would run it to the corners of each side of the house. Planter beds here also soften things up.

Most of my clients do the very same thing.

Don't even consider a PVC fence. They catch the wind (especially your property which is wide open), they look cheap IMO. The only benefit is they provide instant privacy.

IMO the fence has little to do with privacy but a lot to do with safety. If a neighbors child falls in and drowns it is on your head. Where I live the pool needs a fence around it with a locking gate in order to get insurance. I agree with mystic as far as privacy is concerned.

National code requires a 4' minimum height, child proof latch and a self closing gate.

We definitely intend to fully fence in the pool area for safety reasons. I am sorry if I wasn't clear on that. I was asking here for design advice on how we can hide our neighbor's fence since he is not required to maintain it by our HOA and it is not on a shared property line.
