Mealy bugs. And a whopping big infestation at that! The plant may be beyond salvage actually but you can give it a try. You need to remove all visible signs of the mealies. The easiest way to do that is to wipe ALL the leaves and affected parts with a cotton swab soaked in isopropyl alcohol. I'd also suggest spraying it down in the shower or with a hose after. Then spray with neem oil or other registered pesticide. Or you can use a systemic for houseplants, which may be more effective. You may need to repeat the process one or more times to get full control.

what you need to do first.. is get it away from all your other plants.. isolate it ..

second.. find out how much it would cost to buy a new one ... and then decide if you want to spend hours of labor and money on a plant you can replace for a few bucks ... the old cost benefit ratio ...

if you try.. you will at least learn something... and that might be.. that you should have just thrown it away to start with .. lol ...

what gal said above is ok... but i would prefer the systemic ...

all my houseplants are treated with a systemic.. when they come in to the house for winter ... and usually they dont need it again.. until after the next summer .. prevention is always easier than cure ...

and one reason i do it outside.. is it might give off a smell for a few days .. though that doesnt tend to bother me.. because it means i am killing the dirty rats ... and its only a couple pots ...

use according to the label.. but generally.. you use the amount for the given pot size ..... more is not better ... let the pot dry a bit.. sprinkle it on the media.. scratch it into the soil surface.. and water it in ...
