Your insurance man wants that thing gone, believe me.

Generally the bases are bolted to a jig that was set when the concrete was poured. They're probably rusted.

Remove the board and call a welder to torch off the bolts or grind them off along with the studs sticking up.

The studs should be cut flush to the patio so a sharp edge is not sticking up. A little concrete to cover them.
