Could it be developing and establishing roots before it shows growth on top? I had one last year that didn't show any growth for over two months after transplanting and then suddenly it just took off.

Keep it watered and hope and pray.

Annie is not known for her vigor. As stated above, patience. When it does grow (think positively) this year you might want to think about not letting it bloom. Remove any flower buds that form and hope it puts its energy into developing roots again.

I am noticing that the stem ends are starting to dry out and the skin a little papery.

Should I cut her back more or just let her abandon whatever she feels like at this point?

The latter is what I might do, but you could trim it off as you see the cane die back equally well.

I hope she makes it. I'm waiting on my roses injured by gophers eating the roots. They are in pots now and time will tell.

I was thinking cut the canes down so that the energy could go into growing new roots.

Also depending on the soil, with the mornings being so cold here still, a lot of my roses, even though they are covered in buds and leaves, I've noticed the ground is either bone dry or soaking wet depending on how much sun they are getting.

When I move roses from one spot to another, usually the new growth dies off and then it takes about a month for new buds to pop out if it survives. It's so tricky to know the exact time to move it, but early Spring is about the best time (not too hot, not too cold).
