That process will be a part of my solution for sure, I think the unique issue is figuring out the best process for accessing all the holes, since they are up in a small V-shaped opening between the fascia and gutter, 20-30 feet off the ground, where it is hard to see and access with a duster, dowel, your hands, anything.

You may have to rent adjustable scaffolding that goes up and down, when painting etc.
