You'll get better results from the blue lights, 5,600–6,400 Kelvin, for starting, but you could switch to red when the plants are larger.

Have you thought about switching from fluorescent to LED? How long do you keep the plants under lights? I grow my peppers outdoors only, but I get decent sunlight all year. I do start seedlings indoors, but that is just to give them extra warmth. I use light from windows.

I've only ever used the most basic of white shoplights, and my bulbs are probably over 5 years old now, maybe more. Just keep the lights right above the plants from the start, and they'll do really well. These ones are almost 2 months old, and finally hardening off during the day outdoors. Hopefully I can plant next week.
