Can you take a picture of the whole wall? Maybe you can hang from the molding, like is often done in old houses?

Unfortunately there is no moulding is a 30 ft X 12 foot condo balcony. Ideally I would like to hang something at eye level in the middle of the brick. Just picture a brick wall 30ft long and you want to hang something in the middle.

Try multiple Command Strips. They may not work on heavy items but it just costs a few bucks to try.

My neighbor sticks up her outside Christmas decorations with hot glue, then pops them off at the end of the year. Her Christmas lights are perfectly straight- it is so satisfying to look at. It also doesn't hurt the brick. It holds tight then just pops off.

Have you considered using Gorilla glue indoor/outdoor squares of tape? And attach those pre-cut squares onto the back of a hook intended for bathroom use? (even though the hook already "has" a sticky back)

It is hard to beat gorilla glue brand of tape. They sell both double sided tape as well as pre-cut squares of this double sided tape.
