Pothos with very long windy roots

Hello, I was given a pothos (I think?) that had been propagating in water for a very long time. Now the roots are 3-4x the length of the plant itself. I haven't seen any new leaves developing, and the roots have now wound themselves up and coiled up. Would keeping in the water prevent new leaves from growing? If I wanted to pot this into soil, should I cut the roots? I'm very new to plant care so please help!
