Here is an opinion to counter an opinion: if those insects are in the neighbor's yard and they are rose pests, then they are on their way to my yard anyway. I don't use blue cups but today at the community garden where I have a vegetable plot I noticed that someone has been oiling Christmas ornaments and hanging those in fruit trees to catch fruit tree pests. I've got no opinion on how well it works, but the ornaments caught my eye because they were pretty.

I use the yellow strips for whitefly. Not on roses, but they love fuschias and violas and pansies. They catch some, but I end up using insecticidal soap also.

I still resort to Spinosad. The yellow paper / blue cups would catch about 5 thrips, leaving the other 5 billion free to feast on my flowers.
