Is This Rose Rosette Part 2

Is this rose rosette? It is on my neighbors bush. If it is I don't know how to tell her that she needs to get rid of it. It is up on a hill and I am afraid the mites will blow down onto my other neighbors bushes and infect them. From there it might find a way to get the mites around my greenhouse and then infect my bushes. Hopefully if it is my roses will be safe due to the wind blocking greenhouse.

It could possibly be Herbicide drift.

Phew! As long as we have a chance it isn’t rose rosette I am partially relieved. The people up the hill use a lot of roundup so maybe it is that.

The heavily congested, foreshortened stems, having densely packed thorns by the hundreds on the stems, which is typical for the classic symptoms of RRD are not seen in your photos.

I agree that the symptoms look like herbicide drift damage, which, if not too severe, should clear up if the drift does not continue, and the rose gets good care.
