No it does not need to be removed and unless the maple has a gaping wound higher up running sap, the tree should be A-Okay.

Maples can be sap-leakers. Hopefully whatever wound (somewhere above) is causing it will callus over.
rather small for a maple.. might not hurt to ID it ...
but the key to removal is its not huge.. not old.. and not overhanging anything valuable ... so short of it really pissing you off.. why remove it ...
