Can this Dracaena Marginata be saved`?

Taken this plant from a friend to see if it can recover a bit, it's clearly had a rough time. Hardly any leaves left but the wood is still green below and a few mini shoots coming out here and there. I've cut off some of the dry and shrivelled branches. The roots are coming out at the bottom of the pot so it definitely needs repotting and some fresh soil. Do you guys have any other advice for helping it regrow? More water, less water, more sunlight, less sunlight...? Separate the "tree trunks"? I have a winter garden that can get quite hot so not sure that's a good place for it. Oh and I took it out of the pot as well; the roots aren't moldy but clearly way too big for the pot by now.
