Wine and Roses Weigela Pruning

My Wine and Roses have had a tough year. I am in Minnesota 4b. (Freezing and more freezing)

This spring we had an early warm period, followed by a late frost and now bruttally hot. I’d like to try rejuvenation pruning but I don‘t know when to do it? They are 4 years old and just about done blooming now. Any experts out there?
