Installing vinyl flooring

Want to install some vinyl planks in this bathroom. ive read that some can be installed over existing vinyl. Little piece behind toilet lifting up & plumbers cut out piece when installing new toilet. Could I still lay over it or do I need to remove & use underlayment/vapor barrier??

Honestly a small room like that i would tear it all out. Your new floor will lay better and last longer for sure.

Would you use a moisture barrier? we have concrete slab foundation.

Definitely. Just be sure to get one compatible with the flooring manufacturer.

I'm not sure why one would want a moisture barrier under a waterproof floor.

If the balance of your existing floor is sound and solidly adhered, it would be quite easy to cut out the loose seam area, float it and around the toilet with floor patch and lay over the top. If the new flooring is thin there's a risk that the embossing could telegraph over time. If it's one of these thick locking/floating floors it should go over the top without an issue.
