Backward shower valve?

We just moved into a new (old) house and nearly got scalded the first time we tried to use the shower in the master bathroom. The shower handle turns counter clockwise, as expected, but seems to start out hot and get colder as you turn it more. I took the handle off and adjusted the water colder per the arrow on the adjusting ring, but it only served to limit the amount of travel of the handle, and the water was still hot. So then I adjusted it the wrong way as far as it would go, and now have cooler water when it's turned from six o'clock (off) to about one o'clock.

Is it possible that someone along the way put in the wrong valve assembly? What could be the problem here? Thanks. Joanne
