Probably. Certainly the superficial appearance matches. And it is the most widely planted and encountered bamboo species in the US, especially if encountered in untended areas.

Could be Ph. aurea, could be another Phyllostachys. In any case, it's a running bamboo.

Very likely.

To ID bamboos, one needs at a minimum, a shot of the base of the culms, one close-up of the blade arrangement coming out of the small stems. and one of the young shoots emerging from the ground.

And a shot of the sulcus wouldn't hurt either.
