Also, a bit more info please. Are you re-using last years soil, or have new soil? If it's something like a virus, if you re-use the soil, or dont clean your pots it can carry over to the next year. What kind of soil are you using in your pots, what's the fertility? Are you feeding your peppers? Sometimes some wrinkly leaves can result in nute problems.

Anyway, thank you for your responses. My wife discovered teeny tiny white bugs (aphids I guess??) on the underside of some leaves near the veins. We have killed and removed them and will now monitor for them. We are gonna assume that was doing it and see what happens now.

If they were causing it, will those leaves straighten out or are they wrinkled forever?

In my experience (others may correct me) leaves that are damaged by insects won't go back to normal, but new leaves will look good as long as you can keep the number of bugs down. (I also believe that the wrinkled leaves are still "working," just not quite as pretty.)
