I'm guessing that it needs a new pump. Should be fairly easy to replace. Clean it up when you replace the pump. Something like CLR to remove the mineral deposits.

If you have alkaline water, you'll get limescale deposits in pipes aand it can gunk up the pump. You probably need to clean with a product that will remove it. Hot water and vinegar works for kitchen water, like electric teapots.

That said, plenty of things like fountain pumps are not built to last more than 5-10 years. Examine your dead pump for limescale. Or just litter from your plants or the wind, which might indicate the needs for a better intake filter.

Just emptying and cleaning yearly should extend the life, but as I said, yours may have just lived to the end of it's expevted lifespan.
