Hibiscus Propagation Indoors

Has anyone ever grown hibiscus from cuttings under a grow light? I am wondering exactly how many hours p/ day to give mine. I feel like all but one are a little stunted so I increased from 12 to about 16 or 17 p/ day to not much avail. Any advice on how to keep this babies alive. I have a rare lavender, double Rose of Sharon that I will be heartbroken if it dies...
