It's called a gate spring latch. To open the gate you must pull the spring loaded handle toward the center of the gate, the flat part toward the bottom works as the spring. This will remove the round part from a catch on the stationary post and the gate will open. The Catch on the stationary post is rounded on both sides and to shut the gate you just push the gate to the latch and when the round part is in the latch the tension will engage the round part into the latch.

Early Chain link fences used the same type of latching system.
