looks like herbicide damage.. was the lawn recently sprayed... or anything sprayed on it in full hot sun???

how do you water .. and how do you know that it is not an issue...

take a trowel or tablespoon.. and go dig a couple 3 to 6 inch hole around the plant.. AND FIND OUT about water at root depth ... if dry.. add water ... sufficient to get that deep ...

is there landscape fabric under the perfect mulch??

Thank you Ken for your reply. We didn't spray anything since they were planted. But the sick plant is on a site where there used to be a raised bed with very dark clay soil, the soil was removed in the spring, not sure if the previous owner sprayed anything in the raised bed, but it was full of nasturtium when we moved in. I planted a flax (amazing red) about 3 feet from the problematic bougainvillea in the spring and it surprising died after a few months with rotten roots.

Both of them are now on a drip system with emitter tubing, about 30 min every three days. The tubing circle around them when passing their area.

No landscape fabric under the mulch.

We are next to San Jose. Lots of sun and pretty hot these days.
