Backyard Drainage Issue

We recently moved into a new house and there has been sitting water in a buried gutter downspout near our back patio since we have moved in. Yesterday I dug it up thinking I would make sure the seep hole under it wasn't clogged and place some gravel under it for better drainage. However, as I started digging the dirt around it and underneath it, the hole was filled with water, This water is still there today (never drained). I know the soil if composed of clay but I believe it should have drained slowly. Now I think we have a drainage issue. This area, the area around the patio, and the patio itself is always wet/muddy/damp. There is a pretty steep slope down to the storm drain in the back corner of the yard. Any ideas what my issue might be and how I can fix it? Thanks!
