Tiger Tooth Aloe Help

My aloe plant is turning brown at the bottom while the top looks health. This is happening for the second time since I go it almost 2 years ago. When it happened the first time, it happened earlier this year and the plant was repotted after it fell off from the bottom part. What do I do?
