Arched bedroom window

Here is my canvas. I don’t want to cover the top window, just make the bottom window more appealing. I plan to hang 6 pictures to the right along with a chair and plants, etc. and shelving to the left. What do I do with this window for curtains? I am open to new blinds if needed.
Hang blinds halfway between windows, how far to hang them outside the window.

Hang the rod just under the arched window and wider than the window. Get panels with some color to add life to the room

It seems that your window has a window trim as well. So do with inside mount bottom-up top-down pleated blinds or honeycomb shades. Opt for light filtering fabrics in white or off-white.

This allows for maximum light and privacy and will not take away from your overall design of the room.
