Will this graft grow?

I'm new to citrus grafting, so the graft is a little rough. It has been over two months since I performed the graft, and it still looks green. I was wondering if it would actually grow, before I go ahead and bend over the top of the rootstock.

    The graft looks healthy, but why was the branch so drastically shaved of the epidermis?
