Arborvitae roots exposed

PLEASE HELP!

We planted 37 6 foot tall arborvitaes last spring and 4 of died in a few months.

Arborist who came to diagnose them said they either were planted too deep or had too much or too little water.

Last fall I removed all the dead foliage on the inside and sprayed them with neem oil and saw a lot of new bright green growth.

However, couple days ago I noticed that they started dying from the bottom part and found out that I can see the exposed roots on one side.

Should I remove mulch and add more soil trying to save them? What might be causing the roots to grow up? Is there a chance to save them?

We are in zone 5 in Indiana.
