Peony Help, Brown sprouts

Hi all,

I live in North Carolina and am trying to grow herbaceous peony in a whiskey barrel. They are the Sarah Bernhardt peony. I originally planted these in the ground which is primarily gray clay. It stayed too wet because it was an unknown low spot, so I dug up the tuber and about 6 inches on each side of it to reduce shock. I planted it into a whiskey barrel with miracle grow moisture control and kept the clay that the tuber was growing with.

I noticed that the sprouts come out of the ground, then start turning brown and dying after they get only an inch tall. What could be the problem with them? the same plant is also growing in the ground and it growing well....
