Serviceberry rust.

The rust ruins the fruit, and the birds don't eat it. I have successfully sprayed with copper fungicide in the past, but now the tree is so big, I can't cover it all. Last year I tried a hose-end sprayer, but it seemed that the solution came out awfully fast and furious. I might have washed most of it off. It did get rust, but it seemed some areas did not. I did get advice from the hose end company, but he said there was no way to control the force of the spray. It seems if I could mist or shower, it would be more effective. I am also confused about when to spray. It has buds now. I did clean up the tree and yard as best I could, but I cannot get to the top portion of the tree to cut off the galls.
