Well, now I see the pix. It is not unusual for some cultivars to green up over winter, which one is that? As for the drought, the powers that be changed how drought is measured about 10 years ago. Instead of measuring the moisture in the soil they now look at rainfall over the past year and it is somewhat misleading.

It looks like winter burn - freeze damage to me. You say a lot of rain in February - warm. What happened around March 12 to 14? Was there a bitter cold snap with lows in the low teens to single digits? Winter burn. You just have to be patient and let it color back up and grow fresh needles.

lets watch it bud out and put on spring growth before we decide it needs any help at all ... no need to fix something that might not be broken ... eh???

winter coloration different than summer color is not all that rare in the conifer world ...
